I use Gut Strings and I must say I have never sanded them.
I do oil (pure almond oil) them every now and again. Just with a clean cloth, tip a small amount on and wipe over the strings and leave to dry. (good idea to wipe with a clean cloth fist to get any dirt/sweat off first). Some people put on more and then wipe of the excess.
If you get any loose fly aways you can use very fine sand paper to get ride of them, but I have not had to deal with that. I think if you oil them up this helps with the other probs.
What sort of Guts did you get? I hope you have set the bass up for them by widening the nut and bridge slots. You will also find that the tuning will settle down after a while and they also sound better after a month or so of settling in.
